District 4
Michael B. Kaplowitz has represented the 4th County Legislative District in Westchester (Yorktown, Somers, New Castle) since 1998. Mr. Kaplowitz is an Attorney and a Certified Financial Planner. Legislator Kaplowitz earned his B.A. in history from the University of Pennsylvania and his J.D. from the Boston University School of Law.
In the County Legislature, Mike has served as Budget & Appropriations Committee Chairman, Environment & Energy Committee Chairman, and as Vice-chairman of the Board. Currently, he chairs the Legislature's Committee on Government Reform, Efficiency & Savings. Mike is a democrat and a fiscal conservative. He is a budget expert and small business owner who has cut millions in unnecessary county spending. Since he has been in office, Legislator Kaplowitz has kept County property taxes within the annual rate of inflation which, in turn, has enabled Westchester to remain the state's only county with a 'AAA' Bond rating - a sign of fiscal responsibility and allows for lower interest rates.
Mike Kaplowitz has been a leader in the environmental community for many years. As former Chair of the Environment & Energy Committee, Mike has protected our air and water quality, and preserved over 11,000 acres of open space in Westchester. He co-authored the "Smoke Free Workplace" law, banning smoking in all bars and restaurants. Michael has led the Board's efforts on conservation and alternative energy sources and has lobbied the state tirelessly to pass legislation allowing electric ratepayers the opportunity to use a 'smart electric meter', which would save money and energy.
Mike Kaplowitz has a long history of involvement in a wide variety of community and civic organizations, including the United Way, Volunteer Center, the March of Dimes Walk America, and the Partnership Fund for Aging Services. He is also a past president of the Northern Chapter of the American Red Cross. Mike is a member of the Board of Directors for the County's Agricultural & Farmland Protection Board, and for the Soil & Water Conservation Board.
Mike has been, and remains, an aggressive supporter of tax fairness and an independent voice on behalf of the taxpayers and all residents of Westchester County. He lives in Somers with his wife, Jayne, and his two daughters, Jenna and Dana, who both attended Somers public schools.
