Westchester County Board of Legislators Chairman Jenkins Announces Committee Chairmanships for New Legislative Term

Westchester County Board Chairman Ken Jenkins (D-Yonkers) today announced that he has made his recommendations Standing Committees and his selections for Committee Chairs for the 2012-2013 legislative term.

Committee membership will be announced next week. “I am pleased to recommend these capable men and women to chair the Board’s Committees during this legislative term. We have much work to do and many challenges facing our county. I know that these Legislators will be able to deliver the responsible and accessible government that the residents of Westchester have called for to help move our county in the right direction.”   Two committees have been eliminated during the 2012-2013 term.

The following are the list of Standing Committees and Chairs for the 2012-2013 legislative term:


Budget & Appropriations: Judith A. Myers, Chair (Mamaroneck, Rye, Larchmont, Harrison, New Rochelle)

The Budget and Appropriations Committee is charged with maintaining the fiscal integrity of the County and with ensuring that Westchester’s taxpayers receive the most efficient and effective government at the least cost.  The Committee reviews and modifies the county budget, monitors all county operational and capital expenditures, analyzes and reviews all fiscally related matters and makes recommendations on those matters to the full Board for consideration and  seeks opportunities for operational reform that will lead to better and less costly county government. The Committee seeks regular input on fiscal matters from the public through public hearings and through monthly meetings of the Citizen's Budget Advisory Committee (CBAC).

Former Majority Whip Myers is a 28-year Mamaroneck resident, and over time, her work represents her deep understanding of the needs and expectations of Westchester residents.  One of the hallmarks of Myers’ tenure was securing $4.5 million in county funds for area flood control projects, including important storm water-related improvements in Rye and Mamaroneck. That accomplishment was part of Myers’ larger work on the county’s Flood Action Task Force, which was established after the devastating floods of 2007 to implement a five-year, $50 million flood mitigation effort. Legislator Myers has been an advocate of greater regional planning, inter-municipal cooperation and open government, Myers has fought to keep taxes under control in the face of rising medical and retirement costs.

Legislation: William J. Ryan, Chair (White Plains, Scarsdale)

The Committee on Legislation is the clearinghouse for either new county laws or proposed amendments to existing laws.  The Committee will determine if proposed legislation is in keeping with the Westchester County Charter. The main focus for the Committee on Legislation for this term is to address the mandate relief needed to achieve tax relief for the people Westchester.

Legislator Ryan, a former Chairman of the Board, member of the New York State Assembly and staffer to the Assembly Speaker assigned to the NYS Legislative Commission on State-Local Relations.  Legislator Ryan handled policy matters involving intergovernmental financial relations, education finance, and aid to localities. Ryan was elected President of NYSAC in September 2010.  In July 2011, Ryan was appointed to the Board of Directors of the National Association of Counties.  He continues to serve on NACo’s Large Urban County Caucus, where he is one of 35 officials representing over 140 million people in America’s 100 largest counties, on matters before the federal government.  The 3% cap on Medicaid costs to the County was a result of intense lobbying from NYSAC.

Appointments: Majority Whip MaryJane Shimsky, Chair

(Irvington, Dobbs Ferry, Hastings-on-Hudson, Ardsley, Greenburgh)

The Committee on Appointments (APPT) is charged to evaluate and make recommendations on appointments and reappointments submitted by the County Executive and the Board of Legislators to various Westchester County Boards and Commissions, and the Westchester Health Care Corporation Board of Trustees.

Majority Whip Shimsky served as the former Community Relations Director for Assemblyman Richard Brodsky, from 2007-10, acting as a liaison to local governments. Legislator Shimsky has spent thousands of hours since 2004, volunteering on town committees in response to the Ridge Hill development, and was instrumental in securing a $15 million settlement to be used for traffic improvements in the area. A 1982 graduate of Yale University, MaryJane earned a law degree from NYU Law School in 1985. She worked for five years as an Assistant District Attorney in the Manhattan District Attorney’s office Appeals Bureau. MaryJane also taught history at Tarrytown’s Marymount College before earning a Ph.D. in History from the City University of New York in 2007.

Community Services: Alfreda Williams, Chair (Sleepy Hollow, Tarrytown, Elmsford, Greenburgh)

The Community Services Committee (CS) ensures that the County provides policies and programs that improve the health, safety, and quality of life for the families and children of Westchester. The Committee conducts oversight of the Departments of Social Services, Health, Community Mental Health, the Office for Women, Department of Senior Programs and Services and will work closely with advocates and stakeholders within the County to ensure equal access to county services for communities of color, youth, women, seniors, the disabled and LGBT (lesbian, gay, bi-sexual, transgender) communities. The Committee also will focus on promoting policies and programs designed to keep Westchester’s seniors healthy, vital and active through proposing appropriate legislation, overseeing county policies affecting seniors and involving interested parties from both the public and private sectors in implementing programs that benefit seniors.

Legislator Williams served as Greenburgh Town Clerk until 2007.  She has an extensive background in the health care, working with major health care institutions, including Mount Sinai Medical Center and Columbia University Medical Center where she specialized in human resource administration, management training and development and risk management.

Environment & Energy: Michael B. Kaplowitz, Chair (Yorktown, Somers, New Castle)

The Committee on the Environment & Energy will review all public policies that affect Westchester County's energy needs and the natural environment of Westchester County including air, water and land-based sites; and, to take steps to improve environmental conditions by means of legislation.  The Committee (E&E) will work with officials on legislation pertaining to the supply of electricity and natural gas, establishment of electric rates, state-wide energy policy, energy conservation, nuclear power (such as issues related to the Indian Point Nuclear Power Plants), and energy tax credits.  The Committee will also oversee all actions -- both governmental and non-governmental -- that affect the collection, transportation and/or disposal of solid waste and recyclables in Westchester County.

Legislator Kaplowitz has been committed to preserving the County’s open space and conservation issues. He is an aggressive supporter of tax fairness and has fought for and won relief for thousands of Northern Westchester homeowners who were paying sewer taxes despite having never being hooked up to sewers. He has led the legislative effort to keep the sewage diversion/upgrade issue on the front burner. Kaplowitz has led the fight to convert Indian Point to a non-nuclear facility.

Government Reform, Efficiency and Savings: Vice-Chairman Lyndon D. Williams, Chair (Mount Vernon)

The Committee on Government Reform, Efficiency & Savings (GRES) will continue to provide valuable leadership in reshaping Government. This committee will head the Board's efforts on, Tax fairness, County government efficiencies, Shared Services, consolidation and Mandate relief.  This committee will handle the restructuring of County government, Collaborative Assessment, Charter modifications and will coordinate efforts with the Westchester County Association, Business Council and the Municipal Officials Association.

Vice Chairman Williams has worked to create private, public partnerships to save money for taxpayers.  In 2010, GRES recommended against moving to NYSHIP saving Westchester taxpayers millions of dollars.  He is a graduate of Baruch College where he received a Bachelor of Business Administration Degree with concentration in accounting. Vice Chairman Williams is a Certified Public Accountant and earned a Juris Doctor from Pace University School of Law.

Government Operations: Catherine Borgia, Chair (Ossining, Croton-on-Hudson, Cortlandt, Briarcliff Manor)

This new committee (formerly merged from Housing, Planning & Operations and Public Works Committee) was created by Chairman Jenkins to oversee affordable housing programs, projects and issues, and also to monitor construction and maintenance projects that relate to county-owned and operated infrastructure, including bridges and county-owned roadways, Westchester County Airport, the Norwood Jackson Correctional Facility and the county’s office buildings, parking structures and county courthouse. This new committee (GO) will oversee the Parks Department’s management of Rye Playland, Westchester County Center and the county’s more than 17,000 acres, 50 recreational facilities and 6 public golf courses. The Committee also will evaluate and analyze proposed labor legislation to determine if the legislation is fair to taxpayers and will review and evaluate labor policies.

Legislator Borgia, while serving as the immediate past Ossining Town Supervisor, has been successful in reducing the cost of government through sharing of services. Prior to this position, she served for 4 years as Village Trustee and 7 years as Chief of Staff for Assemblywoman Sandy Galef.  She has 15 years’ experience in Marketing and Public Relations. Borgia earned her BA from Binghamton University (SUNY) and an MBA from NYU Stern School of Business.

Public Safety & Security: Virginia Perez, Chair (Yonkers)

The Committee on Public Safety and Security is to ensure that Westchester residents enjoy the highest level of protection and security possible.  The Committee (PSS) reviews, evaluates and makes recommendations regarding a wide and varied range of services and departments that plan, coordinate and manage any activity that impacts the safety and well-being of citizens including fire and emergency services, police and law enforcement agencies, correctional and criminal justice services, along with disaster preparedness management.

Even before her brother Martin’s tragic death, Legislator Perez was a vocal advocate for a collective focus on the neighborhood’s crime problem which discouraged investment in property and perpetuated a cycle of absentee ownership. When her brother was murdered, she organized a neighborhood watch program entitled, Help put Yonkers on the MAP (Martin Antonio Perez). Legislator Perez began to lobby the State Senate to pass legislation she named ‘Martin’s Law’. It requires landlords, property owners and management companies to take more responsibility for the safety of their tenants and the general public.

Rules: Majority Leader Peter B. Harckham, Chair

(Somers, Bedford, Mount Kisco, North Salem, Lewisboro, Pound Ridge)

The Rules Committee will have oversight of Board structure and organization and appointments. Harckham, the Democratic Majority Leader, brings to the Board extensive experience in the legislative process and the enforcement of local laws, as well as a deep concern for the quality of life in our community.

In 2010, Legislator Harckham was first selected by his colleagues to serve as Majority Leader of the Board of Legislators. He was selected because of his work ethic, organizational skills and for being a bipartisan consensus builder willing to reach out and work across party lines. He is the founding Chair of the Subcommittee on Septics and also serves on the Committee on Budget & Appropriations, Committee on Legislation, Committee on Public Safety & Security and the Committee on Housing Planning & Operations, and also chairs the Rules Committee.  In 2011, Legislator Harckham helped craft a bipartisan budget that didn’t increase taxes and slashed spending.
