COUNTY BOARD OF LEGISLATORS

JUNE 4, 2007 (7:00 P.M.)

The County Board of Legislators met pursuant to adjournment.

The Honorable William J. Ryan in the Chair.

The Chair opened the meeting with the salute to our flag and an invocation.

The roll call resulted as follows:

Mr. Rogowsky moved that the minutes of May 21, 2007 (Regular Meeting) be approved – Carried.

Mr. Rogowsky moved to suspend the regular order of business for the purpose of holding four public hearings.– Carried.

The Clerk presented proof of publication of notice of the Public Hearing and read the rules for its conduct.

COMMITTEE ON LEGISLATION: Human Rights Commission: LOCAL LAW INTRO. - 4-2007 (As Amended): Proposed Local Law amending the Laws of Westchester County to expand the remedies that may be imposed by the Westchester County Human Rights Commission in connection with a determination that a respondent has committed an unlawful discriminatory practice.

COMMITTEE ON LEGISLATION AND THE COMMITTEE ON ENVIRONMENT & ENERGY: Septage Collectors: LOCAL LAW INTRO. 10-2007: Proposed Local Law amending the Laws of Westchester County with respect to the licensing of persons engaged in the business of evacuating, removing, collecting or transporting septage as septage collectors.

COMMITTEE ON LEGISLATION AND THE COMMITTEE ON ENVIRONMENT & ENERGY: Lawn Fertilizers: LOCAL LAW INTRO. 10-2007: Proposed Local Law adding a new Article XXVI to Chapter 863 of the Laws of Westchester County establishing regulations for lawn fertilizer application and sale within the county of Westchester.

COMMUNICATION: COUNTY EXECUTIVE: Agreement with WCHCC: Proposed Act authorizing the County of Westchester to enter into a no cost agreement with WCHCC wherein the parties would agree to collaborate on a project that would enhance a health care surveillance system designed to detect and monitor public health disease threats and outbreaks that may be naturally occurring was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Family, Health and Human Services.

COMMUNICATION: COUNTY EXECUTIVE: Agreement with WCHCC: Proposed Act authorizing the County of Westchester to enter into an agreement with WCHCC whereby WCHCC shall provide expanded access to rapid HIV testing and counseling by working with community-based partners to reach target high-risk populations that might not otherwise have access to HIV testing services, on a non-exclusive basis was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Family, Health and Human Services.

COMMUNICATION: COUNTY EXECUTIVE: Agreement with WCHCC: Proposed Act authorizing the County of Westchester to enter into an agreement with WCHCC whereby WCHCC, through its Occupational Health Center, shall provide medical consulting services necessary for satisfactory implementation of the Uniform Attendance Standards of the Department of Correction, including, without limitation, reviewing the medical status of employees to determine fitness for duty was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Family, Health and Human Services.

COMMUNICATION: COUNTY EXECUTIVE: WCHCC Agreement Amendment: Proposed Act authorizing the County of Westchester to amend its 2006 Agreement with WCHCC whereby WCHCC provided, through its Occupational Health Center, medical consulting services necessary for satisfactory implementation of the Uniform Attendance standards of the Department of Correction, including, without limitation, reviewing the medical status of employees to determine fitness for duty, in order to increase the not to exceed amount by $2,378 was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Family, Health and Human Services.
