A)__________COMMITTEE ON BUDGET & APPROPRIATIONS: Agreement Amendment: ACT 215-2007: An Act increasing the “not to exceed” amount in the Agreement between Epstein, Becker and Greene and the County for legal representation in an “of counsel” capacity to the Westchester County Attorney in the lawsuit entitled United States of America, ex rel, Anti Discrimination Center of Metro New York, Inc. v. Westchester County, New York and authorizing the County to pay the designated counsel for legal services rendered in connection with the action.

A)__________COUNTY EXECUTIVE: Budget Amendment: Proposed Act amending the 2007 County Operating Budget in the amount of $40,050,099.
B)__________HON. WILLIAM RYAN: Fatality Report: Forwarding a copy of Fatality Report #96-07-026 from the NYS Office of Children & Family Services.
C)__________HON. WILLIAM RYAN: Board of Health Appointment: Forwarding the County Executive’s recommendation of John R. Spicer to the Westchester County Board of Health as the City of New Rochelle representative member.

A)__________COUNTY EXECUTIVE: Bond Act: Proposed Act authorizing the issuance of $2,800,000 in bonds to finance Capital Project RML02 – Mountain Lakes Infrastructure.
1)__________Operating Budget Amendment: Proposed Act amending the 2007 County Operating Budget to fund an increase to the appropriation in DSS MMIS-Medical Assistance Account.
2)__________Resource Allocation Plan: Proposed Act authorizing the County to execute and submit to the State of New York a Resource Allocation Plan which will provide State reimbursement for certain youth services programs.
3)__________Mortgage Tax Receipts: Proposed Act authorizing the Commissioner of the Westchester County Department of Finance to pay Mortgage Tax Receipts to Cities, Towns and Villages.
4)__________Capital Budget Amendment: Proposed Act amending the County 2007 Capital Budget by increasing the appropriations for Capital Project RP22A.

6)__________Transition Agreement Amendment: Proposed Local Law authorizing the County to enter into a Fifth Amendment to the Transition Agreement with WCHCC to extend the term of the agreement for a period of one year and establish the amount of County credit support in 2008 at $70,000,000 plus any unpaid interest.

B)__________HON. THOMAS ABINANTI: Building Green: Forwarding an article from the Westchester County Business Journal entitled “Can building green be cost efficient?”
C)__________HON. URSULA LA MOTTE: Medicaid Fraud: Requesting the Legislation Committee and the Board of Legislators discuss the pending Assembly bill on Medicaid Fraud and consider passing a resolution in support of this bill at the County level.

D)__________HON. WILLIAM RYAN: Public Employment Relations Board (PERB): Forwarding the Board Decision and Order from the New York State Public Employment Relations Board terminating the Westchester County Public Employment Relations Board.

Program in an amount not to exceed $20,000 for the period September 1, 2007 through December 31, 2007.

2)__________IMA: ACT________-2007: An Act authorizing the County to enter into an eighteen month IMA with the City of Mount Vernon for the provision of a juvenile violent crime reduction program.

3)__________COMMITTEE ON BUDGET & APPROPRIATIONS AND THE COMMITTEE ON PUBLIC WORKS, TRANSPORTATION, LABOR & PARKS: Dedication of Parkland: ACT________-2007: An Act authorizing the County to transfer approximately 125 acres of the Hilltop Hanover Farm property to the care and custody of the Department of Parks, Recreation and Conservation and formally dedicate this 125 acre parcel as parkland.

4)__________Bond Act: (BOND) ACT________-2007: An Act authorizing the issuance of $720,000 in bonds to finance Capital Project SNR75 – Pump Station Rehabilitation New Rochelle Sewer District.

5)__________Bond Act Amendment: (BOND) ACT________-2007: An Act recommending the approval of an amended bond act in the total amount of $9,000,000, which includes $825,000 in previously authorized bonds of the County, for Capital Project SBB06 – Blind Brook Performance Maintenance.

6)__________COMMITTEE ON BUDGET & APPROPRIATIONS AND THE COMMITTEE ON ENVIRONMENT & ENERGY: Indian Point Relicensing: ACT________-2007: An Act authorizing the County to file an amicus curiae brief in a proceeding before the United States Nuclear Regulatory Commission opposing the relicensing of the Indian Point nuclear power generating reactors in Buchanan, New York.

7)__________Stormwater Education and Outreach Program: ACT________-2007: An Act authorizing the County to apply for and accept funds from the State of New York, acting through the Department of Environmental Conservation, for the development of a Stormwater and Education and Outreach Program in connection with the MS4-Phase II stormwater permit program and approving Resolution________-2007.

8)__________Stormwater Education and Outreach Program IMAs: ACT________-2007: An Act authorizing the County to enter into IMAs with one or more Westchester County municipal corporations as defined in Article 5-G of the New York State General Municipal Law to enable these municipalities to participate in the development and implementation of a regional Stormwater Education and Outreach Program.

9)__________COMMITTEE ON BUDGET & APPROPRIATIONS AND THE COMMITTEE ON FAMILY, HEALTH & HUMAN SERVICES: WCHCC Agreement: ACT________-2007: An Act authorizing the County to enter into an agreement with WCHCC whereby WCHCC shall provide professional hospital services in connection with x-ray services for Westchester County Health Department TB clinic patients.

10)__________WCHCC Agreement: ACT________-2007: An Act authorizing the County to enter into an Agreement with WCHCC whereby Westchester Community College will assign students who are pursuing a degree or certificate program of study in the health care field to WCHCC for supervised clinical education.

11)__________COMMITTEE ON BUDGET & APPROPRIATIONS: IMA-Specialized Equipment : ACT________-2007 (As Amended): An Act authorizing the County, acting by and through its Department of Emergency Services, to enter into IMAs with one or more of the municipalities located in Westchester County wherein the County will distribute to the municipalities specialized equipment.

12)__________IMA-Deployment and Support Services: ACT________-2007 (As Amended): An Act authorizing the County, acting by and through its Department of Emergency Services, to enter into IMAs with one or more of Westchester’s municipalities whereby the municipality will use and operate one or more of the County’s specialized trailers to assist the County’s emergency response efforts by providing deployment and support services during a disaster.
