The County Board of Legislators met pursuant to adjournment.

The Chair opened the meeting at 7:15 p.m. with the salute to our flag and an invocation.

COMMITTEE ON BUDGET & APPROPRIATIONS: Agreement Amendment: ACT 215-2007: An Act increasing the “not to exceed” amount in the Agreement between Epstein, Becker and Greene and the County for legal representation in an “of counsel” capacity to the Westchester County Attorney in the lawsuit entitled United States of America, ex rel, Anti Discrimination Center of Metro New York, Inc. v. Westchester County, New York and authorizing the County to pay the designated counsel for legal services rendered in connection with the action.

COMMUNICATION: COUNTY EXECUTIVE: Operating Budget Amendment: Proposed Act amending the 2007 County Operating Budget to fund an increase to the appropriation in DSS MMIS-Medical Assistance Account was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Family, Health and Human Services.

COMMUNICATION: COUNTY EXECUTIVE: Resource Allocation Plan: Proposed Act authorizing the County to execute and submit to the State of New York a Resource Allocation Plan which will provide State reimbursement for certain youth services programs was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Generational, Cultural and Ethnic Diversity.

COMMUNICATION: COUNTY EXECUTIVE: Mortgage Tax Receipts: Proposed Act authorizing the Commissioner of the Westchester County Department of Finance to pay Mortgage Tax Receipts to Cities, Towns and Villages was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: COUNTY EXECUTIVE: Capital Budget Amendment: Proposed Act amending the County 2007 Capital Budget by increasing the appropriations for Capital Project RP22A was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Public Works, Transportation, Labor and Parks.

COMMUNICATION: COUNTY EXECUTIVE: Bond Act: Proposed Act authorizing the issuance of $2,200,000 in bonds to finance Capital Project RP22A – Ride Acquisition was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Public Works, Transportation, Labor and Parks.

COMMUNICATION: COUNTY EXECUTIVE: Transition Agreement Amendment: Proposed Local Law authorizing the County to enter into a Fifth Amendment to the Transition Agreement with WCHCC to extend the term of the agreement for a period of one year and establish the amount of County credit support in 2008 at $70,000,000 plus any unpaid interest was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: HON. WILLIAM RYAN: Board of Health Appointment: Forwarding the County Executive’s recommendation of John R. WILLIAM RYAN: Indian Point: Forwarding a packet of information from the NRC with regard to environmental scoping meetings held in relation to the review of the Indian Point Nuclear generating Unit Nos. 2 and 3 (IP) license renewal applications submitted by Entergy was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Environment and Energy.

The Committee Report and Act signed out by the Committee on Public Safety and Security on October 29, 2007 was amended on the floor of the Board by the Budget Chairman and accepted by the Public Safety and Security Chairman to read the same as the Committee Report and Act signed out by the Budget Committee on November 13, 2007.
