COUNTY BOARD OF LEGISLATORS

AUGUST 9, 2006 (7:00 P.M.)

The County Board of Legislators met pursuant to adjournment.

The Honorable William J. Ryan in the Chair.

The Chair opened the meeting with the salute to our flag and an invocation.

The roll call resulted as follows:

Absent: Legislators: Bronz, Burrows - 2

Motion – Approval of Minutes. Mr. Rogowsky moved that the minutes of July 10, 2006 (Regular Meeting) be approved – Carried.

Mr. Rogowsky moved to suspend the regular order of business for the purpose of holding a public hearing. – Carried.

The Clerk presented proof of publication of notice of the Public Hearing and read the rules for its conduct.

PUBLIC HEARING: COMMITTEE ON BUDGET & APPROPRIATIONS: WCC-2006/2007 Budget: ACT 147-2006: Proposed Act adopting the Westchester Community College Budget for 2006/2007 and making appropriations for the operation of Westchester Community College.

There were 4 speakers.

No other person wishing to be heard, Mr. Rogowsky moved to close the Public Hearing and resume the regular order of business


Legislator Myers made the motion that the following Resolution be added by unanimous consent.

COMMUNICATION: COUNTY EXECUTIVE: IMA’s-Refuse Disposal District No. 1: Proposed Act authorizing the County, by and through Refuse Disposal District No. 1 to enter into IMAs with municipalities located within the District, wherein each municipality will deliver to the District its municipally collected solid waste and source separated recyclables was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations, the Committee on Public Works, Transportation, Labor and Parks, and the Committee on Environment and Energy.

A motion was made by Ms. Stewart-Cousins, seconded by Mr. Alvarado to delete from the Additions to Revenues $75,000 for Sponsor Contribution which motion was approved by a vote of 15-0

A motion was made by Ms. Stewart-Cousins, seconded by Mr. Alvarado to delete from the Additions to Expenditures $75,000 for Technical Services which motion was approved by a vote of 15-0

COMMITTEE ON BUDGET & APPROPRIATIONS AND THE COMMITTEE ON PUBLIC WORKS, TRANSPORTATION, LABOR & PARKS: IMA-Village of Croton-on-Hudson: RES 153-2006: Resolution setting a Public Hearing on a proposed Local Law authorizing the County to enter into an IMA with the Village of Croton-on-Hudson whereby the County will lease riverfront property from the Village and will contribute funds toward the construction of a trailway and other improvements thereon, to be operated and maintained by the Village and accessible to all County residents.
