COUNTY BOARD OF LEGISLATORS

SEPTEMBER 11, 2006 (7:00 P.M.)

The County Board of Legislators met pursuant to adjournment.

The Honorable William J. Ryan in the Chair.

The Chair opened the meeting with the salute to our flag and an invocation.

The roll call resulted as follows:

Legislators: Rogowsky, Oros, Abinanti, Alvarado, Bronz, Burrows, Burton, Kaplowitz, LaMotte, Maisano, Myers, Pinto, Spreckman, Stewart-Cousins, Swanson, Young, Chair – 17.

Absent: None

Motion – Approval of Minutes. Mr. Rogowsky moved that the minutes of August 9, 2006 (Regular Meeting) be approved – Carried.

Mr. Rogowsky moved to suspend the regular order of business for the purpose of holding four public hearings. – Carried.

The Clerk presented proof of publication of notice of the Public Hearings and read the rules for its conduct.

PUBLIC HEARING: COMMITTEE ON LEGISLATION, COMMITTEE ON PUBLIC SAFETY & SECURITY AND THE COMMITTEE ON HOUSING, PLANNING & GOVERNMENT OPERATIONS: For-Hire Vehicle Law: LOCAL LAW INTRO. 14-2006: Proposed Local Law amending Chapter 270 of the Laws of Westchester County to add a new subdivision (3) to section 270.124 with respect to a vehicle immobilization program to enforce the provisions of the Westchester County For-Hire Vehicle Law.

PUBLIC HEARING: COMMITTEE ON BUDGET & APPROPRIATIONS AND THE COMMITTEE ON PUBLIC WORKS, TRANSPORTATION, LABOR & PARKS: Sewer District Modification: ACT 156-2006: Proposed Act to modify the Peekskill Sanitary Sewer District by the addition of one (1) parcel of property located in the Town of Cortlandt. (Dimond Avenue)

PUBLIC HEARING: COMMITTEE ON BUDGET & APPROPRIATIONS AND THE COMMITTEE ON PUBLIC WORKS, TRANSPORTATION, LABOR & PARKS: IMA: Village of Croton-on-Hudson: LOCAL LAW INTRO. 13-2006: Proposed Local Law authorizing the County to enter into an IMA with the Village of Croton-on-Hudson whereby the County will lease riverfront property from the Village and will contribute funds toward the construction of a trailway and other improvements thereon, to be operated and maintained by the Village and accessible to all County residents.

There were no speakers.

PUBLIC HEARING: COMMITTEE ON LEGISLATION: Financial Disclosure Form: LOCAL LAW INTRO. 8-2006: Proposed Local Law amending section 883.71 of the Laws of Westchester County to provide for a separate financial disclosure form for individuals who serve on County Boards, commissions and voluntary councils.

To honor September 11, 2001, Mr. Oros made the motion to adjourn the meeting. Mr. Maisano seconded the motion.
