COUNTY BOARD OF LEGISLATORS

NOVEMBER 27, 2006 (7:00 P.M.)

The County Board of Legislators met pursuant to adjournment.

The Honorable William J. Ryan in the Chair.

The Chair opened the meeting with the salute to our flag and an invocation.

The roll call resulted as follows:

COMMITTEE ON BUDGET & APPROPRIATIONS AND THE COMMITTEE ON PUBLIC WORKS, TRANSPORTATION, LABOR & PARKS: Quarry Heights-Negative Declaration: RES 212-2006: Resolution finding that there will be no significant impact on the environment from the construction of sewer lines and appurtenances necessary to provide public sanitary sewer service to the Quarry Heights area.

Mr. Kaplowitz and Mr. Alvarado presented the following Resolution and moved its adoption which was declared adopted.

COMMUNICATION: COUNTY EXECUTIVE: Sewer District Modification: Proposed Act modifying the Peekskill Sanitary sewer District by the addition of fifty-two (52) parcels of property located in the Town of Yorktown. Mr. Oros made the motion, seconded by Mr. Burrows, to sever this item. The motion was defeated by the following vote:

COMMITTEE ON BUDGET & APPROPRIATIONS: Contract Amendment: ACT 243-2006: Act authorizing the County to amend its contract with the law firm of Osterman & Hanna LLP in connection with the provision of legal representation to the County with respect to energy issues in order to increase the amount to be paid the firm from fifty thousand dollars to an amount not to exceed one hundred thirty-five thousand dollars.

COMMITTEE ON BUDGET & APPROPRIATIONS AND THE COMMITTEE ON LEGISLATION: Sewer District Consolidation: RES 215-2006: Resolution setting a Public Hearing on a proposed Local Law to amend certain provisions of chapter 237 of the Laws of Westchester County in order to allow for the consolidation of all operations & maintenance costs incurred in the County sanitary sewer system prior to allocation of those costs among the thirteen (13) County sanitary sewer districts. [Public Hearing set for December 11, 2006; at 10 a.m.; Local Law Intro 19-2006.]

Mr. Kaplowitz presented the following Resolution and moved its adoption which was declared adopted.


COMMITTEE ON FAMILY, HEALTH & HUMAN SERVICES: World AIDS Day: RES 216-2006: Resolution recognizing December 1, 2006 as World AIDS Day in Westchester County to raise awareness of the impact of HIV and AIDS in the County and worldwide.

Ms. Myers presented the following Resolution and moved its adoption which was declared adopted.


COMMITTEE ON APPOINTMENTS: Council For Seniors: RES 217-2006: Resolution confirming the appointment of Adrienne Lazaro as a District 3 Representative member of the Westchester County Council for Seniors.

Ms. Swanson presented the following Resolution and moved its adoption which was declared adopted.


COMMUNICATION: COUNTY EXECUTIVE: Soil and Water Conservation Board: Resolution confirming the appointment of Elizabeth Paul as a member of the Westchester County Soil and Water Conservation Board of Directors.

This item was erroneously placed on the agenda under “Standing Committees” instead of “Communications.” Ms. Swanson requested and was granted unanimous consent to place this item on the agenda and refer it to committee. On motion of Ms. Swanson, the item was referred to the Committee on Appointments by the following vote:
