COUNTY BOARD OF LEGISLATORS

SPECIAL MEETING
DECEMBER 11, 2006 (11.00 A.M.)

The County Board of Legislators met pursuant to adjournment.

The Honorable William J. Ryan in the Chair.

The Chair opened the meeting with the salute to our flag and an invocation.

The roll call resulted as follows:

Legislators: Rogowsky, Oros, Abinanti, Alvarado, Bronz, Burrows, Burton, Kaplowitz, LaMotte, Maisano, Myers, Pinto, Spreckman, Stewart-Cousins, Swanson, Young, Chair – 17

Absent: None

COMMITTEE ON BUDGET AND APPROPRIATIONS: Adoption of County Budget: ACT 260-2006 (as amended): Adopting the Westchester County Budget and making appropriations for the conduct of County government for the year 2007.

Mr. Kaplowitz presented the following report and Act and moved that the report be received, filed and approved and the Act adopted, which motion was carried by the following vote:

AYE: Legislators: Rogowsky, Abinanti, Alvarado, Bronz, Burton, Kaplowitz, Myers, Pinto, Stewart-Cousins, Young, Chair – 11

NAY: Legislators: Oros, Burrows, LaMotte, Maisano. Spreckman, Swanson – 6

Mr. Pinto moved, seconded by Mr. Alvarado, to reconsider the vote just taken in the hope that it be defeated, which motion was defeated, 11-6 with Legislators Oros, Burrows, LaMotte, Maisano, Spreckman and Swanson being recorded in the affirmative.

COMMITTEE ON BUDGET AND APPROPRIATIONS: Fixing and Determining County and Special District Taxes: ACT 261-2006: Fixing and determining the amounts of the County and Special District Taxes for 2007 and levying such amounts upon the real property liable therefore.

Mr. Kaplowitz presented the following report and Act and moved that the report be received, filed and approved and the Act adopted, which motion was carried by the following vote:

AYE: Legislators: Rogowsky, Abinanti, Alvarado, Bronz, Burton, Kaplowitz, Myers, Pinto, Young, Chair – 10

NAY: Legislators: Oros, Burrows, LaMotte, Maisano. Spreckman, Stewart-Cousins, Swanson – 7

Mr. Pinto moved, seconded by Mr. Alvarado, to reconsider the vote just taken in the hope that it be defeated, which motion was defeated, 11-6 with Legislators Oros, Burrows, LaMotte, Maisano, Spreckman and Swanson being recorded in the affirmative.

The following report was submitted by the Minority Conference for inclusion in the Board’s minutes.
