The County Board of Legislators met pursuant to adjournment.

The Honorable William J. Ryan in the Chair.

The Chair opened the meeting with the salute to our flag and an invocation.

The roll call resulted as follows:

Motion – Approval of Minutes. Mr. Rogowsky moved that the minutes of January 8, 2007 (Regular Meeting) be approved – Carried.

Mr. Rogowsky moved to suspend the regular order of business for the purpose of holding one public hearing.– Carried.

The Clerk presented proof of publication of notice of the Public Hearing and read the rules for its conduct.

PUBLIC HEARING: COMMITTEE ON LEGISLATION: Financial Disclosure Form: LOCAL LAW INTRO. 8-2006: Proposed Local Law amending Sections 883.61 and 883.71 of the Laws of Westchester County to provide for a separate financial disclosure form for individuals who serve on County Boards, commissions and voluntary councils and an updated distribution list.

There were no speakers.

COMMUNICATION: COUNTY EXECUTIVE: Invest-in-Kids IMAs: Proposed Act authorizing the County to enter into IMAs with the Cities of Mount Vernon, Peekskill, and White Plains, acting by and through their respective Youth Bureau’s, for the provision of services under the County’s Urban Youth Initiative “Invest-in-Kids” Program was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: COUNTY EXECUTIVE: Agreement with WCHCC: Proposed Act authorizing the County, acting by and through Westchester Community College, to amend its agreement with WCHCC for supervised clinical instruction was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations.

COMMUNICATION: COUNTY EXECUTIVE: Bond Act: Proposed Act authorizing the County to issue up to $3,080,000 in bonds to finance Capital Project BPF30 – Infrastructure Repairs, Parking Garage, DOC, Valhalla Campus was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Public Works, Transportation, Labor and Parks.

COMMUNICATION: COUNTY EXECUTIVE: Capital Budget Amendment & Bond Act: Proposed Act authorizing the County to amend its 2007 Capital Budget and a related Bond Act to finance Capital Project RCC10 – County Center Site work was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Public Works, Transportation, Labor and Parks.

COMMUNICATION: COUNTY EXECUTIVE: Agreement with WCHCC: Proposed Act authorizing the County to enter into an agreement with WCHCC whereby the County will provide certain police services to WCHCC was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Public Safety and Security.

COMMUNICATION: COUNTY EXECUTIVE: Memorandum of Understanding (MOU): Proposed Act authorizing the County, acting by and through its Department of Public Safety, to renew an MOU with the Federal Bureau of Investigation, the New York State Police, the Town of Greenburgh and the Cities of Mt. COMMUNICATION: COUNTY EXECUTIVE: District Attorney’s Investigators PBA Collective Bargaining Agreement: Proposed Act approving certain financial terms and conditions of employment requiring legislative approval by law in a Collective Bargaining agreement for those employees of Westchester County represented by the District Attorney’s Investigators PBA was on the motion of Mr. Rogowsky received, filed and referred to the Committee on Budget and Appropriations and the Committee on Public Safety and Security.
