Approved: Fairview Affordable Housing
$2,070,000 Bond Act and Intermunicipal Agreement (IMA) with the Town of Greenburgh and Fairview Housing Development Fund Company, Inc. approved to refurbish apartments and provide infrastructure improvements at Greenburgh’s Fairview Manhattan Park Apartments, a longstanding affordable housing complex in the community consisting of 189 affordable units.

Approved: Change in Definition of “Gender”
Following a public hearing on the item, Legislators approved a Local Law to change the definition of the word “gender” in the Human Rights Law to prevent gender-based discrimination in Westchester. The Human Rights Law definition will match the definition included in the County’s Fair Housing Law.

Overed: Item Pricing Law Waiver
Following a public hearing on the item, a Local Law to provide a waiver to certain qualified retailers in Westchester County for item pricing requirements was overed. According to the law, in addition to paying an annual fee for the waiver, retailers would have to pass a scanner accuracy test, provide shelf tags for all store items and provide price check scanners for customer use. The item will be postponed for discussion until the Board’s scheduled meeting on April 27, 2009. (Overed: Burton)

Postponed: Regulation of Lawn Fertilizer
Following amendments made, the proposed Local Law establishing regulations for lawn fertilizer application and sale in Westchester County was postponed for a final vote until the Board’s scheduled meeting of April 27, 2009.

Public Hearing Set—Source of Income Legislation: May 11 at 7:30 PM
A public hearing on a proposed Local Law to prohibit housing discrimination based on a person’s source of income has been set for May 11, 2009 at 7:30 PM.

Approved: Lease Agreement for Space at County Airport
Legislators approved a proposed Local Law authorizing the County of Westchester to enter into a lease agreement with JPMorgan Chase Bank, National Association for space at Westchester County Airport.

EOH Water Quality Investment Program—Hallocks Mill Sewer District/Yorktown
Act approved authorizing the transfer and distribution of $88,000 from the East of Hudson (EOH) Water Quality Investment Program Fund to the Town of Yorktown to finance a feasibility study for the possible expansion of the sewage collection system within the existing Hallocks Mill Sewer District; also included is an IMA with the Town.

EOH Water Quality Investment Program—Bedford
Act approved authorizing the County to enter into an IMA with the Town of Bedford in order to distribute $65,000 of the EOH Water Quality Investment Program Fund in order to finance an asset condition and valuation report to assess the feasibility of forming a new sewer district; also included is an IMA with the Town.

Extended: Ready Reserve Protections
Act approved extending, for an additional year, certain salary and benefits protections for County officers and employees who are members of the Ready Reserve, and may be ordered to active military duty.

Approved: County Jail Renovations
$4,770,000 Bond Act approved to finance various renovations at the County Jail

Approved: Playland Park Infrastructure Improvements

  • Lighting Replacement: Issuance of $950,000 in bonds to fund lighting replacement work at Rye Playland. The replacement work will include introducing LED and other energy-efficient lighting at the amusement park. (15-1; No: Burrows)
  • Administration Building Rehabilitation: $1,100,000 Bond Act to finance rehab work on the Park’s Administration Building
