The Westchester County Board of Legislators celebrated LGBTQ+ Pride Month on Monday night with a ceremony honoring two remarkable individuals: Judy Troilo, LGBTQ+ community leader, housing pioneer and former Executive Director of The LOFT, and Justin Wingenroth, Founder of the Dance Conservatory, and champion of inclusive arts education.
Board Chairman Vedat Gashi (D- New Castle, Ossining, Somers, Yorktown), who convened the ceremony and welcomed guests, said, “Today we celebrate two extraordinary leaders whose dedication has transformed our LGBTQ+ community. Judy Troilo built The LOFT into the County's premier service provider and created lasting infrastructure through her housing work and Westchester Pride. Justin Wingenroth's Dance Conservatory shows how the arts create safe spaces where LGBTQ+ youth discover their authentic selves and build confidence to lead with pride. These honorees make Westchester County a beacon of inclusivity.”
Legislator Nancy E. Barr (D- Harrison, Port Chester, Rye Brook) said, “I am so pleased to honor Judy Troilo at the Board’s 2025 LGBTQ+ Pride Month Celebration. Judy has been a passionate advocate and ally for the LGBTQ+ community, and her tireless efforts, particularly during the past 11 years as Executive Director/CEO of The LOFT, have been vital in protecting and promoting LGBTQ rights here in Westchester, and creating safe spaces where everyone can thrive, regardless of who they love or how they identify. Judy’s work has helped to build a strong foundation of inclusivity, respect, and understanding in Westchester, and she leaves The LOFT in a strong position to face the challenges ahead. I am sincerely grateful to Judy for her contributions thus far, and look forward to learning more about what her next steps will be! Congratulations, Judy!”
Legislator Colin D. Smith (D- Cortlandt, Peekskill, Yorktown) said, “It is my privilege to recognize Justin Wingenroth this June with a proclamation in honor of LGBTQ+ Pride Month. Justin is an outstanding constituent and a dedicated advocate for District 1. As the founder and director of the Dance Conservatory, he has demonstrated an unwavering commitment to our community, teaching students of all ages across District 1 — including in Peekskill and Yorktown — and even extending his impact just beyond our borders into Croton. Justin plays a vital role in the arts and education landscape and is deeply involved in uplifting others through creative expression. His contributions have already earned him several well-deserved recognitions, and this is just the beginning of all he will accomplish. It is a true honor to shine a light on individuals like Justin, whose leadership, advocacy, and passion make our district stronger and more inclusive.”
